Frumeh Labow violated Lee Peters’ civil rights, probate code 2253(g), the court’s Handbook for Conservators and evicted Lee from her home, holding her in isolation in a facility against her will, over medicating her and denying her free medical care which led to Lee’s death.  The court awarded $30,000 to Labow and $70,000 to her lawyers from Lee Peters’ estate.
THE CONSERVATORSHIP OF LEE PETERS
In the case of The Conservatorship of Lee Peters (BP085494) Frumeh Labow was appointed by the court to be temporary conservator of the Estate and Person of Lee Peters.
As temporary conservator of the Person, Ms. Labow had powers to decide where Lee Peters should live, who Lee would be allowed to see, if and when Lee could socialize, what foods Lee ate, administer drugs, and all medical care.
As Conservator of the Estate, Ms. Labow had all powers over Lee Peters’ assets and finances, which included Lee’s life savings, her retirement income, her vehicle and her million dollar house.
Frumeh Labow was a stranger to Lee Peters, yet she now controlled everything in Lee’s life.
FRUMEH LABOW YELLS AT 86 YEAR OLD BLIND, ALZHEIMERS SUFFERER, LEE PETERS
Frumeh Labow visited Lee at home.  This was a 2500 sq. ft. 2 story, 5 bed, 3 bath home in the mid-Wilshire neighborhood of Los Angeles – Hancock Park fringe.  Lee had purchased her house nearly 50 years earlier and had lived there ever since.   Ms. Labow’s visit was in 2004 and 2 houses on Lee’s street had just sold for almost $1 million.
In 1996 Lee had been diagnosed with Alzheimers disease and neurological blindness.  A doctor’s report stated “do not leave alone”.  Since June 1997, Lee’s 2nd son Casey had been Lee’s fulltime 24/7 care provider and her eyes to the world.  In April 2003 Marilyn joined Lee’s household and so Lee had 2 full time caregivers who doted on her and who loved her.
When Ms. Labow entered the house, she ignored Lee.  Without permission of the owner or any of the residence Ms. Labow perused the house like a real estate agent.  She returned to the living room and said in a loud voice “I’ll put her somewhere cheap and sell the house”.   Lee got out of her chair and moved towards Ms. Labow.  Ms. Labow looked nervous and yelled at Lee “MS. PETERS SIT DOWN”.
In Lee’s defense, Marilyn told Ms. Labow “You can’t come into Lee’s house and yell at her.”
HOW CAN YOU STAND IT?  LABOW HAS NO PATIENCE FOR THE SENIORS UNDER HER CONSERVATORSHIP.
At one point Ms. Labow said “HOW CAN YOU STAND IT – I had to take 2 of them [senior conservatees] to the ATM and they didn’t know what they had to do”.
Did the senior conservatees become flustered because Ms. Labow was demanding money from their bank accounts via the ATM machine?
“I DON’T WANT TO KNOW”, DECLARED MS. LABOW WHEN TOLD OF THIEVERY AGAINST HER CONSERVATEE
As Ms. Labow ended her visit to Lee’s house Casey and Marilyn attempted to tell her that self-appointed trustees of the fraudulent Lee Peters Trust,Nora Hamill and Kathryn Pruessner Peters, had stolen many thousand of dollars from her conservatee.   Ms. Labow flung her arms in the air and declared “I DON’T WANT TO KNOW”.
As conservator of the estate, it was Ms. Labow’s duty to know about such thievery and demand the return of the funds to her conservatee.  Ms. Labow did nothing to regain Lee Peters’ savings or to punish the thieves.  Was Ms. Labow working with the self-appointed trustees?    FOLLOWING THE MONEY?
MS. LABOW VIOLATES LAWS AND CIVIL RIGHTS WHEN SHE EVICTED SENIOR FROM HER HOME AGAINST HER WILL
According to the court’s Handbook for Conservators, on moving a conservatee from their place of residence, “a temporary conservator must persuade a judge that the conservatee will be permanently harmed if he or she isn’t moved”.
Against Lee Peters’ will and civil rights, in violation of probate code 2253(g) and the court’s Handbook for Conservators, Ms. Labow asked the court to evict Lee Peters’ from her home of nearly 50 years.
LEE PETERS IS FORCED INTO ISOLATION BY CONSERVATOR WHO WANTED HER HOUSE
Frumeh Labow forcibly institutionalized Lee Peters against her will and demanded Lee be placed in isolation from her long time loving familial caregivers for a 2 week period.  Lee was used to having Casey and Marilyn by her side 24 hours a day 7 days a week.  This isolation period was devastating for Lee who was being punished by Ms. Labow for doing nothing wrong, but for owning a million dollar house – a piece of which Ms. Labow wanted.
Without the court’s approval, Ms. Labow attempted to extend the isolation period beyond 2 weeks.  Casey and Marilyn would not let her get away with it.
LEE PETERS IS DRUGGED TO SHUT HER UP
When Lee protested her move, in violation of the court’s Handbook for Conservators (which Labow had signed under penalty of perjury she would follow) Labow had her drugged to shut her up.
FRUMEH LABOW DENIES LEE PETERS’ DENTAL CARE
When living at home, Lee visited her dentist 2 times a year.  Ms. Labow declared to the court “Ms. Peters is too old to go to the dentist” and refused to allow Lee to visit her dentist.  Lee had all of her own teeth and, until her forced institutionalization, had good dental health.
So Marilyn made an appointment for Lee at her long time dentist and informed Ms. Labow of the time and date of the appointment and the address of the dentist.  Ms. Labow phoned the dentist’s office in an attempt to cancel the appointment but the receptionist would not allow the appointment to be cancelled.  Ms. Labow was forced to take Lee to the dentist.  However, in the facility where Ms. Labow held Lee against her will, Lee was not brushing her teeth as she had done at home, or having her teeth brushed for her.
Lee’s oral hygiene soon began to deteriorate as she suffered from bad breath and gingivitis.
LEE PETERS’ HEALTH QUICKLY DETERIORATES
Labow changed Lee’s diet from healthy home cooked foods that included fresh fish, fruits and vegetables to bologna on white.  Lee often refused to eat the unpalatable institutional food and soon suffered from severe constipation for which she was administered medications that she had not needed at home.
Under the Labow conservatorship and in the facility where Ms. Labow held Lee, her health quickly deteriorated.  She was soon suffering from severe constipation, edema (swelling of the ankles), gingivitis, dehydration, urinary tract infections for which Ms. Labow administered a cocktail mix of medications that Lee had not needed at home.
LEE PETERS IS HOSPITALIZED FOR DEHYDRATION AND BEGS TO GO HOME
Casey and Marilyn received a phone message from Frumeh Labow.  “Your mother is in the hospital – nothing serious – just dehydration” she said.   Dehydration is in fact a serious and often fatal condition in the elderly.
When Casey and Marilyn arrived at the hospital, Lee was lying flat on the bed, her skin was ashen in color and looked prickly.  A needle/drip in her hand was beeping and therefore, not working.  A nurse was summoned who made the necessary adjustments to make the drip work.
Every day at home Lee drank freshly made fruit smoothies that helped to keep her regular and healthy.  Casey and Marilyn sat Lee up and encouraged her to drink the fruit smoothie they had brought.  After a few sips, Lee then drank quickly.  She was hungry as well as thirsty.  Within an hour Lee had regained color in her face and her skin had calmed.  Lee tried climbing out of the hospital bed and begged Casey and Marilyn to take her home.
At mealtime the nurses brought Lee’s food and placed it in front of her.  Of course Lee did not know the food was there and therefore did not eat.   Lee suffered from Alzheimers disease and neurological blindness.  The nurses came later and took the food away.  Frumeh Labow had failed to tell the staff at the hospital that Lee was blind.  Was Ms. Labow attempting to starve Lee?
Marilyn phoned Frumeh Labow and asked if Lee could go home.  Labow said NO and returned Lee to the facility where she had developed dehydration.  It was an assisted living facility, not even a nursing home.
Under the Labow conservatorship, the attendants at the facility attempted to stop Casey and Marilyn from giving Lee fruit drinks when they visited.  Lee was often parched at the facility.
MS. LABOW WILL USE CONSERVATEES MONEY TO DEFEND HERSELF
Casey Peters told Ms. Labow “If my mother dies under your conservatorship, I will sue you”.  Labow replied “Others have tried and failed”.  Labow uses the conservatee’s money to pay high priced lawyers to defend her when family members complain about the civil and constitutional rights violations she commits against their loved ones.
FRUMEH LABOW DENIES LEE PETERS FREE MEDICAL CARE AND THEN RESIGNS
Lee began complaining to Casey and Marilyn that her legs were painful and she asked for a doctor.  Lee’s legs had turned purple and so Casey and Marilyn asked Ms. Labow to take Lee to the doctor.  Ms. Labow refused.
Lee was fully vested in the Motion Picture and Television Medical Fund and so her medical care was FREE FOR THE REST OF HER LIFE.
Casey and Marilyn filed an ex-parte motion with the court for Lee’s painful purple legs to be diagnosed and treated.  Ms. Labow resigned, falsely claiming that Casey and Marilyn Peters were “harassing” her.  The harassment in fact came from Ms. Labow and her target was Lee Peters.  Ms. Labow did not like Lee’s loving family watching what she was doing.
LEE PETERS DIED AS A RESULT OF THE ACTIONS OF FRUMEH LABOW
Frumeh Labow took away Lee Peters support system when she evicted the vulnerable senior from her home of nearly 50 years and from the doting care of her loving son, Casey and daughter-in-law, Marilyn.
Investigative attorney, Ms. Linda Paquette reported that Lee had received “an extraordinary level of in-home care” and that Lee craved a return of that care.  Ms. Paquette reported that Lee Peters was being abused in the facility where Ms. Labow had sent her and was holding her against her will.  Ms. Paquette further reported that Ms. Labow was violating many of the provisions in the court’s Handbook for Conservators in regards to Lee Peters.
LEE PETERS DIED ON DECEMBER 28, 2006.  An autopsy conducted by the Los Angeles County Coroner revealed that Lee died from “pulmonary emboli, due to deep leg vein thrombosis”.  Lee’s painful leg condition for which Ms. Labow denied her free medical diagnosis and treatment was due to blood clots.  Lee’s previously prescribed daily half aspirin to prevent clotting had been stopped by Ms. Labow when she institutionalized Lee Peters.  Blood clots from Lee’s legs broke off and traveled to her lungs.  The report goes on to say that Lee struggled for 15 minutes to get her breath before she died.  A preventable death, the simple act of placing an aspirin under Lee’s tongue could have dissolved the clots and allowed Lee to breath.  But Frumeh Labow had sent Lee Peters to a cheap assisted living facility, not a nursing home. The staff at the facility were not medically trained.
